Something to think about, if the bureaucracy was doing it's job, the department of energy products would have been purchased as per the 1990 OPA and stored for use in the event of an emergency.
The problem big government doesn't think past the welfare lines. That's why you don't need big government, but simply good industry regulations -- Say like requiring these machines to be on standby around any drill rig. or centrally stored for immediate deployment.
Cap and trade is the last thing we need, now that it's well know the whole AGW thing is a hoax of epic proportions.
