Despite the fact that the sun has become the spoiler for the mistakes apology tour, this from AP:

MUMBAI, India — U.S. Secretary of State Hillary Rodham Clinton opened a three-day visit to India on Saturday by urging India not to repeat American mistakes in contributing to global pollution, and she passionately defended U.S. demands for help in fighting terrorism.

“We acknowledge now with President Obama that we have made mistakes in the United States, and we along with other developed countries have contributed most significantly to the problem that we face with climate change,” she said. “We are hoping a great country like India will not make the same mistakes.”

She was referring to Obama’s statement in Italy earlier this month that the U.S. had “sometimes fallen short” of its responsibilities in controlling its carbon emissions.
I wonder if Colonel Obama realizes when he is tossed out of office, America will say, forget that last Kenyan guy, he was somewhat of a weird loon, and apologize for making such an irresponsible mistake.

The Zimbabwe-ification of South Africa?

The WSJ has this article:

"The road ends here," reads a makeshift sign in the middle of the highway connecting Bulawayo with South Africa. For many miles, the once busy commercial artery between Zimbabwe's second largest town and its main market has simply ceased to exist. Motorists have to wind their way on an improvised gravel path through the open bush. All along the route, they can observe once productive farms lying abandoned and once productive farm workers scavenging for food.

The dilapidated state of infrastructure and widespread poverty are the results of the destruction of property rights and the rule of law by the government of Zimbabwe. Yet South Africa's new Minister of Land Reform and Rural Development, Gugile Nkwinti, clearly has not been to Zimbabwe in recent years. Speaking in parliament late last month, he announced that the ANC government would scrap its current "willing buyer willing seller" land redistribution policy, which allows the government to acquire land only at a market price and only with the consent of the land owner, and replace it with "less costly, alternative methods of land acquisition." The new policy will almost certainly include some form of land expropriation that could spell disaster for the South African economy.

South Africa's current land problems hark back to colonial times, when native lands were expropriated from their rightful owners, usually without compensation. The 1913 Natives Land Act preserved some 87% of the country's land for the exclusive use of the white minority. Since coming to power in 1994, the ANC government has made land restitution and redistribution its priorities. The government aims to transfer 30% of commercial agricultural land to black South Africans by 2014. As of today, only 5% of the land has actually been distributed.

Sounds like racism to me ... I wonder if MLK would be proud what doing away with apartied has now morphed into.

BTW: Zimbabwe, the former bread basket of Africa, is not ravaged by famine and if it weren't for things like US Aide most there would starve. A word for the wise, owning the farm does not make you a farmer, as they so eloquently proved in Zimbabwe.

CBO Chief Criticizes Democrats' Health Reform Measures

Instead of saving the federal government from fiscal catastrophe, the health reform measures being drafted by congressional Democrats would worsen an already bleak budget outlook, increasing deficit projections and driving the nation more deeply into debt, the director of the nonpartisan Congressional Budget Office said this morning.

Under questioning by members of the Senate Budget Committee, CBO director Douglas Elmendorf said bills crafted by House leaders and the Senate health committee do not propose "the sort of fundamental changes that would be necessary to reduce the trajectory of federal health spending by a signficant amount."

"On the contrary," Elmendorf said, "the legislation significantly expands the federal responsibility for health care costs."

Though President Obama and Democratic leaders have said repeatedly that reining in the skyrocketing growth in spending on giovernment health programs such as Medicaid and Medicare is their top priority, the reform measures put forth so far would not fulfill their pledge to "bend the cost curve" downward, Elmendorf said. Instead, he said, "The curve is being raised."

The CBO is the official arbiter of the costs of legislation, and Elmendorf's stark testimony is certain to undermine support for the measures even as three House panels begin debate and aim to put a bill on the House floor before the August recess. Fiscal conservatives in the House, known as the Blue Dogs, were already threatening to block passage of legislation in the Energy and Commerce Committee, primarily due to concerns about the long-term costs of the House bill.

Cost is also a major issue in the Senate, where some moderate Democrats have joined Republicans in calling on Obama to drop his demand that both chambers approve a bill before the August recess. While the Senate health committee approved its bill on Wednesday with no Republican votes, members of the Senate Finance Committee were still struggling to craft a bipartisan measure that does more to restrain costs.

The chairman of the Senate Budget Committee, Kent Conrad (D-N.D.), has taken a leading role in that effort. This morning, after receiving Elmendorf's testimony on the nation's long-term budget outlook, Conrad turned immediately to questions about the emerging health care measures.

"I'm going to really put you on the spot," Conrad told Elmendorf. "From what you have seen from the products of the committees that have reported, do you see a successful effort being mounted to bend the long-term cost curve?"

Elmendorf responded: "No, Mr. Chairman."

Asked what provisions would be needed to slow the growth in federal health spending, Elmendorf urged lawmakers to end or limit the tax-free treatment of employer-provided health benefits, calling it a federal "subsidy" that encourages spending on ever more expensive health packages. Key senators, including Conrad, have been pressing to tax employer-provided benefits, but Senate leaders last week objected, saying the idea does not have enough support among Senate Democrats to win passage.

Elmendorf also suggested changing the way Medicare reimburses providers to create incentives for reducing costs.

"Certain reforms of that sort are included in some of the packages," Elmendorf said. "But the changes that we have looked at so far do not represent the sort of fundamental change, the order of magnitude that would be necessary to offset the direct increase in federal health costs that would result from the insurance coverage proposals."

Senate Majority Leader Harry Reid dismissed Elmendorf's push for the benefits tax. "What he should do is maybe run for Congress," Reid said.

But Senate Finance Chairman Max Baucus expressed frustration that the tax on employer-funded benefits had fallen out of favor, in part because the White House opposes the idea. Critics of the proposal say it would target police and firefighters who receive generous benefits packages. And if the tax is trimmed to apply only to upper income beneficiaries, it would lose its effectiveness as a cost-containment measure.

"Basically the president is not helping," said Baucus. "He does not want the exclusion, and that's making it difficult."

But he added, "We are clearly going to find ways to bend the cost curve in the right direction, including provisions that will actually lower the rate of increase in health care costs."

Ideas under consideration include health-care delivery system reform; health insurance market reform; and empowering an independent agency to set Medicare reimbursement rates, an idea the White House is shopping aggressively on Capitol Hill.

But Baucus is not giving up on the benefits tax. "It is not off the table, there's still a lot of interest in it," Baucus said.

On Venezuelan President Hugo Chavez's "Alo Presidente!" show — an hours-long talkfest that is broadcast on TV and radio by mandate — last Sunday, Chavez both criticized President Obama and fretted about the possibility of an assassination. In Chavez's own words

  • On Obama: He "is not going to trick us with an ambiguous discourse or with a smile," and he wants to be seen "as a peaceful dove, as an innocent lamb."
  • On the "imperial" U.S. forces that Chavez thinks killed JFK: "I hope they do not kill Obama, because Obama is biting off more than he can chew."

Washington, D.C.-During a hearing today in the Senate Environment and Public Works Committee, EPA Administrator Jackson confirmed an EPA analysis showing that unilateral U.S. action to reduce greenhouse gas emissions would have no effect on climate. Moreover, when presented with an EPA chart depicting that outcome, Energy Secretary Steven Chu said he disagreed with EPA's analysis.

"I believe the central parts of the [EPA] chart are that U.S. action alone will not impact world CO2 levels," Administrator Jackson said.

Sen. James Inhofe (R-Okla.) presented the chart to both Jackson and Secretary Chu, which shows that meaningful emissions reductions cannot occur without aggressive action by China, India, and other developing countries. July 7 — House Ways and Means Committee members are likely to propose a surtax on high-income Americans to help pay for an overhaul of the health-care system, according to people familiar with the plan.

The tax would be similar to, yet much smaller than, a surtax proposed in 2007 by Ways and Means Committee Chairman Charles Rangel, a person familiar with the committee’s talks said. That plan would have added at least a 4 percent levy on incomes exceeding $200,000, and was projected to reap as much as $832 billion over 10 years.

Two people familiar with closed-door talks by committee Democrats said a House bill probably will include a surtax on incomes exceeding $250,000, as Congress seeks ways to pay for changes to a health-care system that accounts for almost 18 percent of the U.S. economy. By targeting wealthier Americans, a surtax may hold more appeal for House Democrats than a Senate proposal to tax some employer-provided health benefits.

“The surtax is obviously more attractive to Democrats in the House because it’s more progressive, which they find attractive in and of itself,” said Paul Van de Water, a senior fellow at the Washington-based Center on Budget and Policy Priorities, a research group focused on policies affecting low- and moderate-income families.

Supporters on the Ways and Means Committee include Representative Lloyd Doggett, a Texas Democrat who backs including a surtax among revenue-raising measures in a health- care package, Doggett spokeswoman Sarah Dohl said.

Republicans in Congress, and some Senate Democrats, are likely to fight moves to increase tax rates, said Clinton Stretch, who analyzes tax legislation at Deloitte Tax LLP, a Washington consulting firm.

Republican Opposition

“This will be a point of discomfort for moderate or conservative Democrats” in the Senate, he said. “It will be an anathema for Republicans.”

The possibility of raising taxes on top earners surfaced last month as a revenue option for members of Rangel’s committee, and the people familiar with the talks cautioned that no agreement has been reached. A Senate plan to tax the value of employee benefits that exceed coverage for federal workers may generate as much as $418.5 billion over 10 years, though talks are focused on proposals that would raise considerably less.

Rangel’s 2007 plan would have added a 4 percent tax on incomes exceeding $200,000 and an extra 0.6 percent levy on those making more than $500,000. A House plan this year may include lower rates and higher income thresholds, a person familiar with the plan said.

Tax Increase

A surtax proposal would force President Barack Obama to decide whether he is willing to add the levy on top of higher income-tax rates for top earners that he wants to take effect in 2011. Obama has promised that he won’t increase taxes on Americans earning less than $250,000 and said he will delay increases for high-income earners until 2011.

Obama hasn’t commented on the possibility of a surtax, and the White House had no comment on specific proposals. The president has proposed limiting itemized deductions for high- income taxpayers.

Obama has said he doesn’t want to tax health-insurance benefits, while refusing to rule out that possibility if it helps seal approval for an overall health package.

Congressional Democrats have said they may need to raise taxes by at least half a trillion dollars to pay for the health- care revamp, in addition to savings of almost as much through steps such as reducing Medicare subsidies and cutting prices the elderly pay for medications.

‘Everything’ on Table

Matthew Beck, a spokesman for the Ways and Means Committee, declined to comment about the surtax option, saying only that “everything’s on the table.”

Michael Steel, a spokesman for House Minority Leader John Boehner of Ohio, the chamber’s top-ranking Republican, said his party would oppose a surtax because it would “disproportionately” affect small businesses, whose owners often include business income in amounts taxed on their individual returns.

“With unemployment nearing double digits, we need to help small businesses grow and create jobs, not squeeze the life out of them with even higher taxes,” Steel said.

According to the Tax Policy Center, a Washington research group, about 4.3 million of 150 million U.S. households filing tax returns will earn more than $200,000 this year.

A surtax would be levied on adjusted gross income, before deductions for items such as mortgage interest and charitable gifts. Regular income taxes are assessed after such write-offs.

Different Objectives

Eugene Steuerle, vice president of the Peter G. Peterson Foundation, a non-profit federal budget watchdog group, said the surtax and a levy on benefits reflect “very different objectives.” A surtax would make the tax code more progressive, and cutting tax incentives for employer-provided insurance is intended to discourage unnecessary use of medical services, he said.

Mark Weinberger, vice chairman of New York-based Ernst & Young LLP, said that while Republicans won’t back higher tax rates, House Democrats at this point don’t need bipartisan support.

“Strategically, what Democrats have to do is just move the ball forward,” Weinberger said. “Whatever revenue raisers they have in the House or Senate bills will change throughout the process.”
